We the
People, of the United States of America, do, in the Name, and by Authority,
of the Good People of these States solemnly publish and declare that These United States are, and of the Right ought to be,
FREE
AND INDEPENDENT STATES.
Therefore, no other Authority has
a right to tax the people of a FREE AND INDEPENDENT STATE.
I therefore believe these Sovereign States, whose just powers are derived from the consent of the governed; will pay the Federal government,
based on the States population; its portion to be a part of the Union.
Each State would levy its Taxes, for its portion, as the state sees fit; Flat tax, Fair tax,
Consumption tax, Income tax, or by any other means enacted by the State Legislature.
